User Security Page

The User Security Page allows users to view and edit the security rights granted to designated user groups and individual users. 




The User Security Page consists of 4 sections:

  • The License Information section contains the License Number, Current Active Users count, Max Active Users, and License Expiration Date.

  • The Groups section contains the list of security groups currently entered in the system. Click on a group to display a list of the users in the group and the applicable group permissions.

  • The Users section contains a list of the users in the selected group. Double click on a user name to open the User Popup Form and edit the user's account information.

  • The Group Permissions section contains a list of the security objects available and the assigned rights for the selected group.

How to add a new user:

  1. Go to the User Security Page by going to the Main Menu > Utilities > User Security

  2. Click the Add User button. The User Popup Form will be displayed.



  3. Select a division.
    Note:  The “DATA All Divisions” security object determines whether users have view, add, edit and delete rights for data outside the selected division.

  4. Enter the user's first and last name.

  5. Select the appropriate security group.

  6. Check the Division Admin box if applicable. Generally, this box is only checked for CARE Administrators and other users with extended security rights. When this box is checked, the user will be able to change the selected division for family records.

  7. Enter the login. A maximum of 10 characters may be used.
    Note: It is recommended that you set their user login to be the same as their network login to make it easier for the user to remember.

  8. Enter the password.

  9. Enter the password a second time to verify.

  10. Check the Force Password Change on First Login box to force the user to choose a new password at their first login.
    This is highly recommended because it will force the user to choose a new and private password.

  11. In the Password Change ___ Days After field, enter the number of days before the user's password expires. If you enter zero, the password will never expire. 
    It is recommended that you set this to 365 days or less, requiring the user to change their password once per year, at a minimum.
    Note: There is a system option allowing CARE Administrators to set a default value for this field.


  12. Click the Allowed Divisions button to select the divisions the user should have access to. This button is only visible if the user has security rights for the "DATA All Divisions" security object. If the user has rights to "DATA All Divisions, the user will be able to view, add, edit and/or delete data in all divisions by default. Using the Allowed Divisions feature allows CARE Administrators the ability to remove rights to individual divisions. 

  13. Click the Save button.

  14. Repeat steps 1 - 12 until all users are added.



How to inactivate an existing user:

  1. Go to the User Security Page by going to the Main Menu > Utilities > User Security

  2. Select the group the user is in from the Groups section (on the left).

  3. Double click on the user's name in the Users section (on the right). The User Popup Form with the user account information will be displayed.



  4. Check the Inactive box.

  5. Click the Save button.



How to make changes to a users account (including resetting their password):

  1. Go to the User Security Page by going to the Main Menu > Utilities > User Security

  2. Select the group the user is in from the Groups section (on the left).

  3. Double click on the user's name in the Users section (on the right). The User Popup Form with the user account information will be displayed.



  4. Make any necessary changes to the user account.
    Note: To change the password, type the new password in the Password field and the Verify Password field. It is highly recommended that you check the Force Password Change on First Login box to force the user to choose a new and private password at their first login.

  5. Click the Save button.




How to add a new security group:

  1. Go to the User Security Page by going to the Main Menu > Utilities > User Security

  2. Click the Add Group button.

  3. Enter the group name.

  4. Click the Save button.

  5. Once this is done, you can assign existing users to this group or add new users.



How to copy group rights from one group to another group:

  1. Go to the User Security Page by going to the Main Menu > Utilities > User Security

  2. If you have not yet created the new group that you will by copying to, do that first. The instructions for creating a new security group are above.

  3. Select the group you want to copy from in the Groups section.

  4. Click the Copy Group Rights button. This will open the Copy Group Popup Form. 



  5. Verify the appropriate group is selected in the From Group Name field.

  6. Select the appropriate group in the To Group Name field.

  7. Click the Copy Group Rights button. All security rights will be copied over.



How to modify group permissions:

  1. Go to the User Security Page by going to the Main Menu > Utilities > User Security. 

  2. Select the group you want to modify permissions for.

  3. In the Group Permissions section (bottom half of the page), adjust the rights by clicking on the green check mark or red x. With each click, the security rights will be toggled back and forth.
    The green check mark indicates that the user has rights. The red x indicates that the user does not have rights.


Notes regarding security rights:

  • The Grant All and Revoke All buttons at the lower left side of the screen will either grant or revoke all rights for the selected user group.  

  • When a user does not have rights to view a page/form in CARE, for added security, it is recommended that you also set their add, edit and delete rights to "No" as well.



How to update the CARE license number:

The License Number field displays the license string used to determine the maximum users and license renewal date. Each year, upon license renewal, your agency will receive a new license number via email.

  1. Go to the User Security Page by going to the Main Menu > Utilities > User Security

  2. Copy and paste (or manually enter) the new license number in the License Number field at the top of the page.

  3. Click the Update License button.






Additional Information

User Security Page

  • There is a Print button that can be used to print the assigned security rights and users for each security group.  When printing the report, you can choose to include all security groups or limit the report results to a single group. In addition, you can choose whether or not the users (active users, inactive users, or both) within each group are included in the report results. 

  • To delete an existing security group, select the desired group, then press the DELETE key on your computer keyboard. You will be asked to confirm the deletion. Click the Yes button to continue or click the No button to cancel.
    Note: you will need to reassign all users to other groups before you can delete the group. 

  • To delete an existing user, select the desired user, then press the DELETE key on your computer keyboard. You will be asked to confirm the deletion. Click the Yes button to continue or click the No button to cancel.
    Note: once a user has activity recorded in CARE, they cannot be deleted. You will need to inactivate the user account instead. For instructions, click here


User Popup Form

  • The Logged Into CARE check box indicates whether or not the designated user is currently logged into CARE. In rare cases, after an improper system shut down or crash, users may not be allowed to re-enter the system because they are still considered "Logged In."  Un-checking this box will allow these users to login again.

  • The Locked Processes box displays a list of any processes currently locked by the specified user. In rare cases, processes may be unintentionally locked when a user is not properly logged out of CARE. Click the Delete Lock button to remove the lock on the selected process and allow other users access to the specified process.

  • The Inactive check box allows CARE Administrators to inactivate user accounts when no longer needed.
    Note: Inactive users are not counted in your active user count.



Applicable Setup and System Options

  • There is a "Require strong passwords" system option (on the Validation Page of System Options). When this option is enabled, users will be required to use more complex passwords.  A "strong" password must consist of a minimum of 6 characters and characters from 3 of the 4 following categories:
    • English uppercase characters (A-Z)
    • English lower case characters (a-z)
    • Number (0-9)
    • Non-alphanumeric (examples: !, $, #, or %) 

  • There is a "___ # days before password expires" system option (on the Validation Page of System Options). This option allows CARE Administrators to set a default value for the "Password Change ___ days after" field on the User Popup Form. If a zero is entered, the password will never expire. 
    It is recommended to set this to 365 days or less, requiring users to change their password once per year, at a minimum.

  • On the User Popup Form, the values for the Division field are defined by CARE Administrators in the Division Setup Form.
